SPECIAL TRIBUNAL FOR LEBANON

On 13 December 2005, the Government of the Republic of Lebanon requested the United Nations to establish a tribunal of an international character to try all those who are alleged responsible for the attack of 14 February 2005 in Beirut resulting in the death of former Lebanese Prime Minister Rafiq Hariri and in the death or injury of other persons.

Pursuant to Security Council resolution 1664 (2006), the United Nations and the Lebanese Republic negotiated an agreement on the establishment of the Special Tribunal for Lebanon. Further to Security Council resolution 1757(2007) of 30 May 2007, the provisions of the document annexed to it and the Statute of the Special Tribunal thereto attached, entered into force on 10 June 2007.

The mandate of the Special Tribunal for Lebanon is to prosecute persons responsible for the attack of 14 February 2005 resulting in the death of former Prime Minister Rafiq Hariri and in the death or injury of other persons. The Tribunal’s jurisdiction could be extended beyond the 14 February 2005 bombing if the Tribunal finds that other attacks that occurred in Lebanon between 1 October 2004 and 12 December 2005 are connected in accordance with the principles of criminal justice and are of a nature and gravity similar to the attack of 14 February 2005.

This Sunday, August 5th, the renowned jurist Luis del Castillo Aragón has left us. Mr. Del Castillo Aragón assumed the deanship of the Bar Association of Barcelona (ICAB) between 2002 and 2003 and was the president of the International Criminal Bar (BPI-ICB-CAPI) from 2010 to 2014.

Luis del Castillo Aragón was born in Madrid in 1934 and graduated in Law in 1956. Three years later he transferred his residence to Barcelona, ​​where he worked as a professor at the University of Barcelona from 1960 to 1966, as deputy to the Chair of Political Law (today Constitutional Law).

In 1975 he founded his own criminal law office in Barcelona.

Since his incorporation as a member of ICAB, in 1970, Luis del Castillo was closely linked to the collegiate life. He closely collaborated as a speaker in the Deontology Commission, which he subsequently chaired. He was also vice-dean of the Bar Association from 1997 to 2005; and served as dean in 2002.

Also in 2002, he was elected spanish representative of the International Criminal Bar (BPI-ICB-CAPI). In 2003 he was awarded by the General Council of the Spanish Lawyers (CGAE) with the Cross of Merit in the Legal Profession.

On December 13, 2010, he was distinguished with an honorable mention of the Justice Award of Catalonia.

On April 15, 2015, he received the Grand Cross of Merit in the Service to the Legal Profession granted by the same CGAE in the course of an act held in the Column Court of the collegiate headquarters.

Additionally, on April 14 of the present year 2018 he was decorated with the Cross of Honor of the Order of Sant Raimon de Penyafort from the (now former) Minister of Justice, Rafael Catalá.

Presently, he was the president of the International Criminal Justice Commission of the ICAB and honorary president of the BPI-ICB-CAPI.

Throughout his professional and vital career, Luis del Castillo became a great defender of freedoms and human rights.

Luis del Castillo was an inexhaustible lawyer who never stopped working, for continuing to defend human freedoms, his sense of justice surpassed the cases in which he was involved. His life affected anyone who knew him even for a moment, his humanity and kindness as well as his great humor will always be with the people who had the chance to cross paths with him.
